For all of its effectiveness PR can be successfully fought and conservationists have done so despite being unevenly matched in resources. Much more problematic for conservation and any effort at reform is propaganda. Propaganda is not simply a nastier PR on a grander scale, although it utilizes many of the same tools.

The United States and other democratic governments have a long history of repression and violence against movements for labor and civil rights, suffrage, and others that have challenged the status quo (see Chapter 19). These same governments have overthrown democratically elected governments, assassinated foreign leaders, launched wars directly and through proxies, engaged in kidnapping, torture, and political disruption and much else in order to gain and keep access to resources and markets (Chalmers Johnson, 2001, 2004, 2007; Kevin Phillips, 2006).

To manage mass society, the modern state (and corporations) must further impose uniformity on populations (James Scott, 1998: 9–84). Policy cannot deal with idiosyncrasies. By categorizing and dealing with people based on those categories, powerful political and economic actors reinforce the attributes they use to create the categories. The interactions based on these categories are as real as class, ethnicity, gender, and history or language. Propagandists both create and rely on categories created by others, focusing on some attributes while ignoring others.
